Question: Can a landlord in baltimore hire whom ever he wants to make repairs or must they be licensed?

I have a problem tenant. He is complaining about a leak in the roof. I have sent my roofer twice to the building and the tenant wont give him access to assess the problem and fix it. Now he is demanding to see the license of any contractor I send to the premises. I have made other repairs to building in the past only to find that after the contractor left he sabatoged the repairs. Does he have to right ask contractors for their licenses?

Baltimore is part o the US, so you are free there. Hire who you want, You only need a licensed contractor for anything that requires a permit.

Not required. You're the only on at risk if something goes bad since he's not licensed. Of course, who knows what this crazy tenant will come up with and blame on the unlicenced contractor.

No he does not. He's not doing the hiring or contracting. If the state requries a licensed contractor, that's between you, the state and the contractor. Your tenant is out of the picture. If he does not allow the repairs to be made, you can hold him responsible for peripheral damages. Advise your tenant that if he does not allow a contractor to enter and make repairs, you can and will hold him legally responsible for additional damages. You may even have the right to enter the property without his permission to perform the repairs - emergency repair to prevent further damage is legal. Check with your local landlord/ tenant advocate.

He does not have the right to see any license. He MAY ask for some form of ID, so that he can ascertain whether this guy is actually who you say you are sending over. That being said, why is this clown still your tenant, if he has sabotaged repairs for which you paid ? Evict this fool as soon as you can legally do so.

Have the contractor take pictures and you take pictures. The tenant has no right except to HAVE the repairs. I'd send the tenant a bill. You're likely going to have to meet the roofer there, witness the work, photograph the work and take good notes. If he sabotages the work, then you kick him out and withhold the damages from the deposit. Then, kick the guy out as soon as possible. It's not worth the effort as there are good renters out there. Other than electrical or plumbing, you can do just about ANY repair on your own. It's otherwise none of the tenants business whom you hire.

No. You need to post notice the guy is coming, and then meet him there and open the damn door yourself. The tenant cannot deny you entrance with proper notice. If they do, you can evict them.
