Question: Who do i file a complaint of substandard rental housing here in lincoln county oregon?

My girlfriend and i are currently renting a travel trailer in a rv park in lincoln city oregon and the roof and walls leak terribly when it rains and the park owner and onsite management knows it but have made no effort to fix the problem.Also we we had no heat for 10 days in january and they made no effort to fix problem until the manager returned from arizona
